Global Competence is a domain developed for PISA 2018. We ask whether it ignor es voices from the Global South. Criteria are taken from Robertson, known for the theory of glocalisation as well as The OECD PISA framework defines global competence as: “the capacity to examine local, global, and intercultural issues, to understand and appreciate the perspectives and world views of others, to engage in open, appropriate and effective interactions with people from different cultures, and to act for collective well-being and sustainable development.” 2020-10-22 · Compared to the OECD average, students in Scotland reported fewer learning activities related to global competence in school, however a higher proportion of students in Scotland reported reading newspapers, looking for news on the internet or watching the news together during classes (45.1% compared to 40.1%). This new publication sets forward the PISA framework for global competence developed by the OECD, which aligns closely with the definition developed by the Center for Global Education at Asia Society.

Because the framework itself is designed as a tool for policy makers, leaders, teachers interested in nurturing global competence among young people world wide, we are especially pleased to launch it well in advance of the PISA results in 2019.
